Abstract | This chapter interrogates the current hydropower development paradigm in Cambodia through a case study of the Chinese-financed Lower Sesan 2 hydropower project. It examines decision-making processes in relation to national and international legal frameworks, highlights incidences of non-compliance with international best practice guidelines, including failure to assess transboundary impacts, as well as weaknesses in present social and environmental laws and regulations. The author argues that there is an urgent need to strengthen Cambodia's regulatory framework, especially aspects related to transparency and accountability. |
