Abstract | As the Lao hydropower sector takes off, observers are wondering just what sort of lessons may be learned from NT2, the country’s most controversial large dam. Is NT2 a model for how to plan and build sustainable hydropower projects? Are NT2’s social and environmental risks being managed adequately during the construction stage, and planned for during the operations stage? If not, why not? How is the NT2 experience affecting other hydro projects in Laos? This chapter will seek to answer these questions by examining NT2’s planning and implementation and drawing lessons for the future. |
